The Digital Economy and Technology Foreign Cooperation Committee is affiliated to China Association for Promoting International Economic & Technical Cooperation and is a secondary institution of China Association for Promoting International Economic & Technical Cooperation, which is referred to as DETFCC.

DETFCC’s strategic objective and primary task are to be responsible for the construction and development of World Digital Economic Forum to build the Forum into a world-class platform for global digital economy cooperation as well as promote China's digital economy and technology to go global and help China's digital enterprises to seek, connect and expand the international cooperation opportunities.

China Association for Promoting International Economic & Technical Cooperation was established in Beijing in 1992 as a national first-level society registered with national Ministry of Civil Affairs, directly led by State Organs Work Committee of the CPC and with legal person qualifications. Its honorary chairman is Isma'il Tiliwaldi, who is also the vice chairman of the Standing Committee of the Eleventh National People’s Congress and the member of the Party Leadership Group. Its fifth chairman is Yang Chunguang, who is the member of the Twelfth CPPCC, former deputy director at vice-minister level of National Civil Service Administration of the Organization Department of the Central Committee of the CPC and is formally appointed by the Organization Department of the Central Committee of the CPC.

I. DETFCC’s key work includes:

1. Provide decision support services in terms of research, planning, demonstration and survey, etc. to relevant competent departments of business, international trade, science and technology, finance, Internet, network security, industry and information technology, etc. at all levels, in order to improve the efficiency and effectiveness of streamlining the administration; delegating the power to lower levels, strengthening the supervision and optimizing the services of the government in the field of digital economy and technology innovation;

2. Provide think-tank support services in terms of consultation, assessment and demonstration, etc. to relevant enterprises of digital economy, new economy, information technology, financial technology, Internet, high and new technology, etc. in order to support the enterprises to grow stronger and bigger, standardize the development and improve the core competitiveness;

3. Introduce the typical cases of digital economy to the domestic and foreign studies, in order to enhance the public enthusiasm in understanding and participating in digital economy and its relevant technology application and innovation as well as improve the popularity of the industry.

4. Make efforts in digital transformation and upgrading services of enterprises, in order to provide real-time and comprehensive development strategy, policy and technology services to enterprises through digital enablement and platform services by using big data and digital technologies.

II. DETFCC’s specific work contents are:

1. Monographic study

Cooperate with domestic and foreign official, production and academic institutions related to digital economy, international economy, information technology, Internet technology, high and new technology to organize and carry out the monographic studies on industrial development, industrial planning, enterprise management, regional cooperation and market development, etc. and release them to the society, in order to guide the rapid, standardized and orderly development of the whole industry. It is planned to publish several achievements and monographs every year.

2. Conference and exhibition

Cooperate with relevant domestic and foreign institutions to hold the World Digital Economic Forum at home and abroad and convene several academic forum, conference and exhibition activities in relevant fields such as digital economy, digital technology and digital finance.

3. Decision consultation

Cooperate with domestic competent departments related to digital economy at all levels to organize and carry out the research and consultation services in terms of monographic survey, plan preparation, policy demonstration and decision investigation, etc.

4. Business consultation

Cooperate with domestic and foreign enterprises related to digital economy, international economy, high and new technology to organize and carry out the business consultation services in terms of management consultation, project planning, program design, market promotion, technology promotion and achievement transformation, etc.

5. Professional training

Cooperate with domestic and foreign government departments, industry associations, think-tank institutions, universities, vocational colleges and scientific research institutes to organize and carry out the professional training, academic education, vocational education and vocational certification related to digital economy for the official, production and academic institution personnel and the junior college and polytechnic school students related to digital economy.

6. Industrialization

Cooperate with domestic and foreign governments, investments and funds to provide one package service of planning, design, programming, financing, investment, construction and operation, etc. of digital industrial parks (areas), in order to provide full service of “technology + industry + ecology” to domestic and foreign governments and comprehensively build the industrial ecology of digital economy on the basis of new generation of information technologies such as big data, cloud computation and artificial intelligence.
