The China Association for Promoting International Economic & Technical Cooperation was established in 1992 and is a national first-level society officially registered by the Ministry of Civil Affairs. The previous director generals were Dong Yuchang, Wang Xuan, Ni Guangnan, and Zheng Shushan. The fifth chairperson was Yang Chunguang, the former deputy minister-level deputy director of the National Civil Service Administration The honorary director general is Isma'il Tiliwaldi, Vice Chairman of the Standing Committee of the Eleventh National People's Congress and member of the Party Leadership Group.

Taking Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of “Three Represents”, the scientific development concept, and Xi Jinping's new era of socialism with Chinese characteristics as the guidance, by promoting the integration of China and the world, technology and economy, resources and capital Integrating, wealth and talents as our responsibility, the Association shall fully implement the spirit of the 19th National Congress of the Communist Party of China, assist the implementation of the “Seven Major Strategies” of the Party and the country, and serve the decisive victory of our country's comprehensive construction of a modern socialist country. The Association shall work hard to build a platform for the development of national science and technology innovation and a home for entrepreneurs.

Introduction to H.E.Mr.Yang Chunguang, President of China Association for Promoting International Economic & Technical Cooperation

H.E.Mr.Yang Chunguang, from Lanling County, Linyi City, Shandong Province. Working from Mar. 1969, and joining Communist Party of China in Jul. 1978. He graduated from the Chinese Department of Shandong University, a postgraduate major in political science for provincial and ministerial cadres of the Central Party School His main CVs: worked in the Organization Department of the Shandong Provincial Party Committee of the Communist Party of China, the Work Committee of Shandong Provincial Party Committee Colleges and Universities, and the Organization Department of the Central Committee of the Communist Party of China as section chief rank, deputy-director-general-level department-level cadres, respectively Since Dec. 1996, he has served as Deputy Secretary of the Party Committee of the Xinjiang Bayingoleng Mongolian Autonomous Prefecture of the Communist Party of China (temporary post). In Dec. 1998, he served as the Deputy Director of the Organization Department of the Party Committee of the Ningxia Hui Autonomous Region of the Communist Party of China, served as Deputy Secretary of the Shizuishan Municipal Committee of the Communist Party of China in Dec. 2000, and Secretary of the Shizuishan Municipal Committee of the Communist Party of China in Dec. 2002 (in Feb. 2003, concurrently as the chairman of the Standing Committee of Shizuishan Municipal People’s Congress), in Mar. 2007, he was appointed as the head of the Propaganda Department of the Party Committee of the Ningxia Hui Autonomous Region of the Communist Party of China. In Jan. 2012, he served as a member of the Party Leadership Group and Deputy Director (Deputy ministerial level) of the National Civil Service Administration.

In Apr 2014, the Organization Department of the Central Committee approved the appointment of the director general of the fifth council of the China Association for Promoting International Economic & Technical Cooperation. He was officially replaced in Jun. 2015. He is a representative of the 17th National Congress of the Communist Party of China, a member of the 12th National Committee of the Chinese People's Political Consultative Conference, and a member of the Chinese Writers Association.
